Proposed amendments to the rules of the Imp Club

Voting on rule amendments has been divided into 5 blocks (A), (B), (C), (D) & (E). Each block includes one or more rule change.
Changes to some rules appear in more than one block.
An outline of the rule changes is shown below.

BLOCK (A)

Rule 1 – CONSTITUTION
• Classes of Membership amended
• Length of honorary membership decided by Committee
• Cessation of automatic issue of Membership Cards
Rule 2 – ELECTION OF MEMBERS
• Clarification of reasons for rejection of application
Rule 9 – RESIGNATION
• Change “him/her” to “them”
Rule 17 (was Rule 15) – COMMITTEE MEETINGS
• Announce Committee Meeting dates on website as well as Impressions
Rule 20 (was Rule 18) – AGENDA FOR THE AGM
• Allow for AGM agenda to be published other than in Impressions
• Add additional word to bullet point 3 too aid clarity
Rule 26 – CLUB PROPERTY
• Amplification of Club Property definition
Rules 13 & 14 -REGISTRARS AND AREA CENTRES and OVERSEAS CONTACTS (were Rules 24 & 25)
• Renumbered to position logically, leading to further renumbering

BLOCK (B)

Rule 10 – MANAGEMENT
• Remove reducing number of meetings if one or more is cancelled
Rule 23 (was Rule 21) – MINUTES
• Clarifies circulation of minutes
Rule 11 – THE BOARD OF DIRECTORS
• Notice period reduced from 56 to 28 days
Please note – this change is separate from the Rule 11 change in BLOCK (C)
Rule 15 (was Rule 13) – NOMINATION OF OFFICERS
• Notice period reduced from 56 to 28 days

BLOCK (C)

Rule 11 – THE BOARD OF DIRECTORS
• Reduces maximum number of Board members from 4 to 3 
• Vice Chairman position replaced by one or two Vice Chairmen with no director status
Please note – these changes are separate from the Rule 11 change in BLOCK (B)

Rule 12 – THE COMMITTEE
• Allow co-opting for specialist areas (non-voting Officers)
Rule 16 (was Rule 14) – ELECTION OF OFFICERS
• Allow co-opted Committee Members to have voting rights and absolve retiring post holders from responsibility
Rule 18 (was Rule 16) – VOTING AT COMMITTEE MEETINGS
• Allows those with voting eligibility to vote prior to the meeting
• Defines which Committee Meeting attendees are entitled to vote. Full and co-opted Committee Members have voting rights. Other Officials, Registrars and other Club members do not have voting rights
Rule 19 (was Rule 17) – ANNUAL GENERAL MEETING
• Typo in bullet point 1 corrected 
• Rewrite of 2nd bullet point for clarification
• Section c) expands the list of those expected to submit reports
• Section d) Rule Reference changed from Rule 14 to Rule 18
Rule 21 (was Rule 19) – VIRTUAL MEETINGS
• Annual, Extraordinary and Committee meetings can be physical, virtual or hybrid
• Votes cast can be accepted by physical, electronic or any other means

Rule 24 (was Rule 22) – BANKING AND ACCOUNTS
• Allow payments for publicity, unusual purchases or to needy causes
